You need power. The right kind. And to be the right...type? Of person, I mean. If you're into swinging swords around you won't be able to understand the subtle parts of magic - powerful elemental spells and that.

So it would be biological. That does bring in the question of nature versus nurture, and whether the power would come from something inherited from your family or something that you are raised to understand and used. Is it inherited through families?
