How does it work?

You say a spell and then water comes out.

How did you learn the spells?

Books and scrolls and stuff. Where you'd normally find magic.

We don't have magic where I'm from, but we imagine all the different ways someone could have it. Books and scrolls are common methods

Could anyone that says the right words be able to cast the spell?

You need power. The right kind. And to be the right...type? Of person, I mean. If you're into swinging swords around you won't be able to understand the subtle parts of magic - powerful elemental spells and that.

So it would be biological. That does bring in the question of nature versus nurture, and whether the power would come from something inherited from your family or something that you are raised to understand and used. Is it inherited through families?
